Property tax in Germany after the Grundsteuer reform

Grundsteuer is the recurring annual property tax. It is not the property transfer tax you pay when buying. Mixing up those two taxes is one of the most common and most avoidable mistakes.

Three parts of the calculation

The assessment starts with a property value or state-specific base, applies a statutory measurement and then the municipality applies its local multiplier. Several federal states use their own model.

That is why two similar properties in different municipalities can produce different annual bills.

Which notice should be checked

Owners may receive separate notices dealing with valuation, the measured amount and the final municipal charge. An error in an early notice usually has to be challenged there; waiting for the final bill can be too late.

  • Property area and land data.
  • Use and property type.
  • Ownership allocation.
  • Municipality and state model.

For landlords and buyers

Grundsteuer is generally an ownership cost and may be allocated to tenants under a valid lease and operating-cost rules. Buyers should include it in ongoing costs, separate from purchase taxes and notary fees.
