Church tax in Germany — and how to stop paying it

Germany collects church tax through the payroll system. Many internationals discover it only when a deduction called Kirchensteuer appears on their first payslip — often because of a single tick on the registration form at the Bürgeramt.

Who actually pays it

Church tax is only levied on registered members of a religious community that is authorised to collect it — mainly the Catholic and Protestant churches, plus several Jewish communities. It is not a general tax on believers, and communities outside this system, including mosques, do not collect it.

The rate is 9% of your income tax in most federal states and 8% in Bavaria and Baden-Württemberg. Because it is calculated on the tax rather than on your salary, it typically lands somewhere between one and two percent of gross pay.

How internationals get registered without meaning to

When you register your address in Germany, the form asks for your religion. Entering a denomination there is treated as a declaration of membership, and the entry flows straight into your electronic wage tax record. Your employer then withholds church tax from the following month.

A baptism abroad does not by itself create liability, but stating the denomination on the registration form does. This is the single most common reason internationals pay church tax they never intended to pay.

Leaving the church (Kirchenaustritt)

Leaving is a formal civil act, not a conversation with your parish. Depending on the federal state you declare it at the local registry office (Standesamt) or the district court (Amtsgericht), in person and with your passport or ID. A small fee of roughly 30 euros applies in most states.

You receive a certificate of departure. Liability ends at the end of the month in which you declare, or the following month, depending on the state — so declaring at the start of a month rather than the end can save you one month of tax.

What changes afterwards

Your payslip stops showing the deduction, and church tax on investment income is no longer withheld by your bank. You also lose access to church services such as a church wedding, church funeral, and in some regions employment with church-run employers such as hospitals and kindergartens.

Yes, church tax paid is deductible as a special expense in your income tax return, which returns part of it to you.
